Well run services don't step outside the boundaries of their authority willingly. They demand a paper trail of justification, lest somebody come looking for the reason behind the action. You would think the US Marshals are a legally constituted body, with regulations over entry, arrest/detention, evidence collection, rights to arms and legal constraints on their use. A budget even, demands a line item, and some accounting.
So if its well run, we should be able to know how this was authorised, on what basis. And if it's not well run, isn't that a major issue in itself?
